The largest Graduate Skilled Migration (GSM) group is Offshore Skilled Independent migrants (sub class 136) with 12,980 principal applicants visaed in 2004-05).  The report identifies that six months after the grant of their permanent skilled visa, they are finding jobs at the same rate as the offshore skilled migrants however 22% of these jobs were part time and far fewer (58%) of those working were in skilled jobs

  1. Outcomes for former overseas students are not as good.  Former overseas students have lower salaries in general ($33,550 pa, or 64% of the wages of offshore Independents).  
  2. There is concern that former onshore students are highly concentrated in the two occupations of accountancy and IT (70% of all applicants in 2004-05).
  3. Only one third of former overseas students are employed in professional jobs, a much lower rate than for other recent Australian graduates. 
  4. Students are only getting part-time work compared to the Australia graduates (22% of former onshore overseas students are in part-time work compared with 12% for Australia graduates).
  5. Former onshore overseas students earned less too, as MOST (60%) of former overseas students earning less than $35,000 while only 50% of Australian graduates earned less than $40,000.

Reasons for the relative poor performance of the former onshore students

  1. Poor English
  2. Lack of skilled work experience
  3. Duration and content of courses

Of particular concern to the panel is that currently, an overseas student may be granted a visa on the strength of their qualifications in a course of only six months duration, following 18 months study in another area. 

2. MAJOR CONCLUSIONS AND RECOMMENDATIONS

Overall, the Report authors reported that there would be great merit in restructuring the GSM framework to achieve the following objectives:

increase the English language ability of all GSM migrants;

  1. increase the English language ability of all GSM migrants;
  2. provide a real incentive for overseas students intending to apply for skilled migration to achieve professional level English during their course of study in Australia;
  3. decrease the disadvantages faced by former overseas students in the Australian labour market by creating ways in which they can access significant labour market experience before being granted a permanent skilled visa;

#3 MODL points should only be awarded if an applicant has a minimum of 12 months work experience in the nominated MODL occupation or in a closely related 60 point occupation.

#4 To access MODL points, former overseas students applying for a permanent skilled visa should first be required to:

  • complete a minimum of 12 months paid work experience in their nominated MODL occupation

#5  Introduce a temporary visa, valid for 18 months/two years to enable former overseas students to achieve either a higher level of English proficiency or complete the work experience or professional year outlined in Recommendation 7.  As above
#7 Former overseas students who take up the temporary visa can apply for permanent

residence. The likely pathways to achieve the 120 points necessary for selection under the 880 visa subclass are as follows:

i)  achieve the IELTS 7 standard giving them an additional 10 points for English;

ii) obtain 10 points for completing 12 months work experience in their nominated or a closely related occupation. If the occupation is listed on the MODL, those completing the work experience criteria will also be able to access MODL points.

#8 Former overseas students applying for either the 880 or the new temporary visa should have completed one or more qualifications in the nominated occupation as a result of at least two years full time study in the field in question.

Students seeking merely to meet the requirements of the DIMA compliance for permanent residence are more at-risk to not be competent, or get work in their discipline area rendering this study and enrolment less meaningful.
